Every sentence in Latin (or English for that matter) must
have a certain combination of words in order to be a complete sentence
rather than a fragment of a sentence.
This minimum framework of a complete sentence or clause is what is called the skeleton. The skeleton is made up of skeleton items. For more information, see the Sentence Structure topic.
