This table shows the purchase price for goods in their local markets.  Purchasing from a local market is only done when you purchase a trade contract and must find a location from which to purchase the required product.  The amount of goods that you would need to purchase would depend on the trade contract.  By owning a production facility, you can avoid having the purchase the product from the local market as you can produce it yourself.

Some trade contracts ask for goods from a specific area, so you may not always be able to get the best empire-wide price.  In order to purchase goods from a port for a trade contract, you must own a trade company in that port.
